What does this thing mean?

i have just recently purchased a bottle of "leninade", "the surprisingly satisfying simple soviet style soda". it is a novelty communist drink that tastes like sprite. on the bottle where it usually says the expiration date/recycle data, it says "georgia C4 my mind" what does this mean? i thinks its pretty odd.
